Yoakum District Engineer

Martin C. Horst, P.E., is the district engineer for TxDOT's Yoakum District.

The district comprises 11 counties: Austin, Calhoun, Colorado, DeWitt, Fayette, Gonzales, Jackson, Lavaca, Matagorda, Victoria, and Wharton.

Horst began his career with TxDOT in June 1986 in the Corpus Christi District as an engineering assistant in the Alice and Sinton area offices working in design, construction project management, and maintenance. In 1993 he transferred to the Construction Division in Austin as a field engineer. He then was appointed as the assistant area engineer for the El Paso District east area office in 1995. Horst returned to the Corpus Christi District in October 2000 as area engineer for the Corpus Christi area office for a 17-year tenure. He held other key roles within the Corpus Christ District, including director of construction and deputy district engineer.

In June 2021, Horst was named Yoakum district engineer where he oversees the planning, designing, construction, operation, and maintenance of the state transportation system for the district.
