Introduction

The proposed project would construct approximately 6 miles of new location roadway to complete the remaining northern section of the State Loop (SL) 480 loop project in Maverick County. The project limits expand from 0.7 mile south of the US 57/SL 480 intersection to US 277 north of Eagle Pass. This project would also consist of widening US 277, FM 1588 and US 57 travel lanes to accommodate turn lanes and medians associated with the proposed intersections.

Project background

The SL 480 project (CSJ: 0922-10-005), which had project limits from the International Bridge II to US 277 North in Eagle Pass in Maverick County, was environmentally cleared through an Environmental Assessment (EA) in June 2001. In February 2009, the SL 480 project was re-evaluated and required approximately 554.3 acres of right-of-way and approximately 1.34 acres of temporary construction easements.

In June 2010, the southern portion of the project began construction as a two-lane roadway from the SL 480/Industrial Park Blvd. intersection to US 57 in Eagle Pass. During this time, approximately 196.7 acres of right-of-way was acquired for the northern segments of SL 480.

Proposed improvements

The proposed improvements include:

  • SL 480:
    • Two 12-ft. wide travel lanes, one lane in each direction, with 8-ft. wide shoulders.
    • Construction of overpasses over the intersections of US 57, FM 1588 and the Union Pacific Railroad (UPRR).
    • On- and off-ramps connecting the SL 480 main lanes to both US 57 and FM 1588.
  • US 57:
    • In each direction, two 12-ft wide travel lanes and one 12-ft. wide left turn lane.
    • Approaching the intersection, a striped median of varying widths will transition to accommodate the left turn.
    • Widening the existing roadway by approximately 24 ft.
  • FM 1588:
    • Widening the right-of-way to approximately 65 ft. on the west side to accommodate for turn lanes and striped medians for the FM 1588/SL 480 intersection.
    • Two 12-ft. wide travel lanes with varying median widths to accommodate a 12-ft. wide left turn lane near the SL 480 intersection.
    • Widening the existing roadway by approximately 28 ft.
    • On- and off-ramps for SL 480 will only be located on the west side of FM 1588 and will consist of two 12-ft. wide travel lanes with approximately 8-ft. wide shoulders.
  • US 277:
    • Two 12-ft. wide travel lanes divided by a 4-ft wide striped median and 8-ft. wide shoulders.
    • Two 12-ft. wide travel lanes and 8-ft. wide shoulders divided by a striped median with varying widths that transition into a right-turn lane near the SL 480 intersection.
    • Widening the existing roadway by approximately 24 ft.

Additional information

The redesign of the US 57 and US 277 interchanges resulted in the need for an additional 41 acres of ROW that was not identified in the previous environmental studies.

As of July 2023, approximately 61.2 acres of right of way are pending acquisition. The 61.2 acres are a sum of the 41 acres of additional right of way due to a redesign of the US 57 and US 277 interchanges and approximately 20 acres of the original right of way needed from the 2009 re-evaluation.

In addition, 1.5 acres of temporary construction easements have been identified.
