Laredo Outer Loop feasibility study

Project overview

Initially studied in 2007, the Laredo Outer Loop is a proposed roadway facility located in Webb County that extends east of Laredo from the I-35/SH 255 interchange in the north to the vicinity of the proposed Fifth Bridge crossing in the south, near the City of Rio Bravo. The loop aims at providing capacity and resiliency to the existing highway network in the county, in addition to planning for the future growth of Laredo. This study is to assess the feasibility of the proposed route, evaluate the need and potential impacts of this improvement, as well as provide a preliminary conceptual layout for the facility.

Benefits

The Laredo Outer Loop is meant to address anticipated growth throughout the county by improving regional mobility and connectivity. It will also provide relief and resiliency to the current highway system by offering another route for traveling around the city when existing highways experience incidents and/or congestion.

Project details

The feasibility study will focus on the need for a new roadway, its potential location, and associated impacts. For this purpose, the study will evaluate current conditions and expected demands. The products of the study will be a purpose and need statement as well as a proposed conceptual layout to advance parts of the corridor to the next phase of environmental and engineering development.

Findings from this study will inform future development of the route, including the type of facility and timing based on needs. Please note, that this is only a study and not a final determination of location for the Outer Loop roadway and is subject to revisions.

Schedule

The study was initiated in Spring 2019 and is expected to be finalized by Spring 2020.
