FM 3255 (Martin Luther King Jr. Boulevard)
Study overview
The Texas Department of Transportation (TxDOT) El Paso District is conducting an advanced planning Corridor Study of Farm-to-Market (FM) 3255, also known locally as Martin Luther King Jr. Boulevard, from United States (US) 54 to the New Mexico (NM) state line in the City of El Paso. This corridor spans residential, commercial, and rural areas within El Paso and serves as the connection for thousands of people who live and work in Northeast El Paso and Southern New Mexico as well as freight traffic delivering goods in El Paso and beyond.
Purpose and process
The purpose of the study is to:
- Analyze and evaluate the current and future corridor challenges and needs
- Improve safety by accommodating traffic growth, enhancing mobility, improving pedestrian and bicycle connectivity in the area
- Develop a Corridor Plan
One of the results of this process will be the identification of short-, mid-, and long-term improvements for the next 20+ years.
The study will be conducted through a process of data collection, analysis of current and future transportation needs, and stakeholder engagement.
What is a corridor study?
- A corridor study is conducted is in the very early stages of project development.
- The study helps determine if a project should move forward to more in-depth environmental analysis, public involvement, schematic design, and right-of-way mapping.
- The study team, in coordination with city and county officials and stakeholders, will develop goals and objectives, assess environmental and engineering constraints, and identify preliminary options.
- With input from stakeholders and technical analysis, the team will identify priorities and potential improvements for further study.
Anticipated corridor study timeline
- Spring 2024 - Data collection and analysis
- Summer 2024 – First series of stakeholder meetings
- Early Spring 2025 – Second series of stakeholder meetings
- Spring 2025 - Final Corridor Report
Stakeholder engagement
The purpose of stakeholder engagement is to share study information and collect input. Stakeholder input is a highly valued and important part of creating improvements to address transportation needs. TxDOT is committed to working closely with stakeholders to ensure they have the opportunity to comment, voice concerns, and ask questions.
Opportunities for engagement include meetings with stakeholders, listening groups, and coordination with elected officials and government staff.
The first round of stakeholder meetings are anticipated for Summer 2024.
