Notice Draft Environmental Assessment and Opportunity for a Public Hearing - US 59 and US 77 Widening Project

Purpose:

TxDOT's Yoakum District proposes improvements to US 59 and US 77 from FM 236 to Business BU 77 in Victoria County, Texas. This notice advises the public that a draft environmental assessment is available for public review and that TxDOT is affording an opportunity for a public hearing on the proposed project.

Description:

The proposed project would extend for a total of 5.12 miles along US 59 and US 77 from FM 236 to BU 77. The project would include transition work on Old Goliad Road from approximately 160 feet west of US 77 to approximately 300 feet east of US 77. The proposed project would include the construction of divided mainlanes that consist of four 12-foot-wide travel lanes, two in each direction, and 10-foot-wide outside shoulders. One-way frontage roads that consist of two 12-foot-wide travel lanes with a four-foot inside shoulder and a 10-foot outside shoulder would also be constructed throughout the project limits. The proposed frontage roads would not be controlled access roads. The project would include the construction of direct connectors for US 59 northbound and southbound at BU 59. A grade separated interchange is proposed at US 77 and Old Goliad Road. The proposed project would require the acquisition of approximately 56.04 acres of right of way. No sidewalks or easements are currently proposed. No temporary or permanent easements are anticipated.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace two residences. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling (361) 293-4335. The proposed project would involve construction in wetlands and would involve an action in a floodplain.

The draft EA, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Yoakum District Office located at 403 Huck St, Yoakum, TX 77995.

The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
