Purpose:

The Texas Department of Transportation (TxDOT) is holding two public hearings regarding the widening of US 82 from FM 1197/Bridge Street in Henrietta to SH 175/Montague Street in Nocona in Clay and Montague counties. A draft environmental assessment is also available for public review. The purpose of these hearings is to present the planned improvements and to receive public comments on the proposed project. The same information will be shared at both meetings. An open house will be 5-6 p.m., with the formal hearing beginning at 6 p.m. Comments must be postmarked by July 11, 2019 to be included in the meeting report.

Description:

The proposed improvements include widening US 82 from a two- (2) to four- (4) lane divided highway from Henrietta to Nocona, a distance of approximately 27.4 miles. The purpose of the proposed project is to improve connectivity and increase mobility along US 82 between the towns of Henrietta and Nocona, including Ringgold.

The proposed project would require the acquisition of approximately 334 acres of new right of way (ROW). The proposed project would displace three residences, three vacant structures and one commercial structure. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, and information about the tentative schedules for ROW acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons and businesses. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition may be obtained from the district office at the address listed below.

Portions of the proposed project are located within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain; however, the floodplains for the entire project length have not been mapped. The proposed project would impact at least 20.23 acres of base floodplain. The acreage of floodplain impacted is based only on the areas that have been mapped, so the acreage of impact could be greater.

The Draft EA, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday, between the hours of 8 a.m. and 5 p.m. at the TxDOT Wichita Falls District Headquarters, 1601 Southwest Pkwy, Wichita Falls, TX 76302. This information also will be available for inspection at the hearing.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
