Public Meeting – Temple Outer Loop West Phase I and II

Purpose:
TxDOT and the City of Temple is proposing to improve Old Waco Road from 522 feet south of Jupiter Drive to IH-35 South in Temple, Bell County, Texas. The project is the result of monies received from Category 7 program funding for Metropolitan Mobility and Rehabilitation projects. Pursuant to Texas Administrative Code, Title 43, Part 1, Chapter 2, Subchapter E, §2.107 and Code of Federal Regulations, Title 23, Chapter I, Subchapter H, §771.111 and Title 40, Chapter V, §1506, this notice advises the public that the Texas Department of Transportation, in partnership with the City of Temple, will conduct a public meeting to discuss and receive public comments on the proposed project.
Description:
The existing facility is a two-lane roadway with Right-of-Way (ROW) width measuring approximately 55 to 85 feet. The proposed project is a 2.5-miles long, four-lane divided facility within a 190-foot to 500-foot ROW; it would not be a tolled facility. Curbs, gutters, a hike and bike trail, and dedicated bike lanes to incorporate multimodal transportation would be constructed. There will be a raised boulevard section including a grass median.
Maps will be displayed at the meeting depicting the location of proposed improvements, alternatives, environmental constraints, and the geometric design.
Written comments from the public regarding the project are requested and may be presented at the meeting or submitted in person or by mail to TxDOT Waco District, C/O Temple Outer Loop West, 100 South Loop Dr, Waco, TX 76704. Written comments must be received or postmarked on or before Wednesday, December 18, 2019 to be included in the documentation of the public meeting.
Special Accommodations:
The public meeting will be conducted in English. Persons who have questions or are interested in attending the meeting who have special communication or accommodation needs, such as the need for an interpreter, are encouraged to contact TxDOT Waco District office at 254-867-2700. Requests should be made at least two days prior to the meeting. Every reasonable effort will be made to accommodate these needs.
Memorandum of Understanding:
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
