The virtual meeting will consist of a prerecorded video presentation and will include both audio and visual components. The presentation will be posted online, on this webpage, on Tuesday, Sept. 30, 2025, by 5:30 p.m.

The in-person option will be held in an open house format where attendees will be able to view a prerecorded video presentation, review hard copies of project materials, ask questions of TxDOT staff and consultants, and leave written comments.
Purpose

The purpose of the public meeting is to receive public comment on updated design plans for proposed improvements to Business (BU) 77 from I-35 to FM 434 (University Parks Drive) and State Loop (SL) 484 in McLennan County, Texas.

Description

BU 77 is currently an access-controlled facility that includes frontage roads and ramps. This project would convert the existing access-controlled facility into an urban boulevard with pedestrian/bicycle accommodations. Improvements for this project include replacing the existing pavement, adding shared-use paths, and replacing existing bridges. Intersection alternatives are being analyzed for safety and traffic operation improvements. SL 484 would be realigned into SL 574 (South MLK Jr. Boulevard). The proposed roadway realignment would be an urban boulevard including a shared-use path.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT Waco District Office by calling 254-867-2700.

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Waco District Office, 100 S. Loop Dr., Waco, TX 76704. These materials will also be available in hard copy form for review at the in-person option.

If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs.
