Notice of Availability of Draft Environmental Assessment and Public Hearing for SH 46 from Farhills Drive to FM 3159/Smithson Valley Road

Purpose:

The Texas Department of Transportation (TxDOT), in conjunction with the City of Bulverde and Comal County, is proposing to improve SH 46 from Farhills Drive to FM 3159/Smithson Valley Road in Comal County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting a public hearing on the proposed project. Displays will be available for viewing at 5:00 p.m. with the formal hearing starting at 6:00 p.m. The purpose of the hearing is to present the planned improvements and to receive public comment on the proposed project.  

Comments must be received on or before Aug. 9, 2018 to be a part of the official hearing record.

Description:

The proposed improvements would expand SH 46 from two to six lanes and the addition of sidewalks and bicycle accommodations. The purpose of the proposed project is to improve mobility on SH 46 between Farhills Drive and FM 3159/Smithson Valley Road to accommodate current and future traffic volumes. 

The proposed right‐of‐way width varies for a majority of the project from 130 to 185 feet; however, approximately 330 feet is needed at the FM 3159/Smithson Valley Road intersection. The proposed project would result in one commercial displacement and no residential displacements. Information about the TxDOT Relocation Assistance Program, benefits and services for displacements, as well asinformation about the tentative schedules for right‐of‐way acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons and businesses.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
