Notice Affording An Opportunity For A Public Hearing - SH 16 from Old San Antonio Road to Robindale East Road

Purpose:

The Texas Department of Transportation (TxDOT) is proposing to improve State Highway 16 (SH 16) from Old San Antonio Road to Robindale East Road in Bandera County, a distance of 1.5 miles. The project would be constructed in existing right of way (ROW) and no new ROW would be acquired for the project. Pursuant to Texas Administrative Code, Title 43, §2.106 this notice is affording the opportunity for a public hearing on the proposed project.

Description:

The proposed project would widen SH 16 from Old Bandera Road to Robindale East Road to two travel lanes each way, a center turn lane, curbs, sidewalks, and drainage improvements.A raised median would be added beginning east of Enchanted River Drive to Old San Antonio Hwy (at Doe Creek near the bottom of the hill) to prevent left turns between SH 16 and Old San Antonio Hwy. There would be a dual left turn on Old San Antonio Road’s westbound approach to SH 16, which is a signalized intersection. The SH 16 bridge over Bandera Creek would be reconstructed at a higher elevation to reduce the frequency of overtopping during floods. The project crosses the 100 year floodplain, but it would not increase the base flood elevation to a level that would violate applicable floodplain regulations.

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Feb. 1, 2019 to:

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
