Notice of availability of final environmental assessment

Purpose This notice advises the public that the Hidalgo County Regional Mobility Authority (HCRMA), in cooperation with the TxDOT Pharr District, as the lead agency, has issued a final environmental assessment (EA) for the proposed International Bridge Trade Corridor (IBTC) project, and that the final EA is available for public review. The project is proposing to construct a controlled access six-lane divided non-tolled roadway on new location from 365 Tollway and FM 493 to I-2 in Hidalgo County, Texas.
Description

The approved final EA is on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the HCRMA offices, located at 203 W. Newcombe Avenue, Pharr, Texas 78577. Project materials are also available online at www.hcrma.net/ibtc.html and it is also linked below.

Pursuant to 23 CFR 771.119(h), TxDOT will issue a finding of no significant impact (FONSI) for this project no sooner than 30 days after the issuance of this notice of availability.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
