Purpose:

The Texas Department of Transportation (TxDOT) will hold a PUBLIC MEETING to present the proposed raised concrete median and highway widening of FM 802 (Ruben M Torres Sr Blvd) from FM 1847 to Old Port Isabel Road in Brownsville, Cameron County, Texas.

The purpose of the meeting is to provide the public the opportunity to view the project schematic and gather public input on this project (project length: 1.36 miles). The proposed project would involve the construction of a raised concrete median and widening of the existing four lane roadway that is currently within a 150-foot wide right of way (ROW). No additional ROW will be required. This project would consist of six 12-foot wide travel lanes, two 10-foot wide bike lanes, and 6-foot wide sidewalks to remain in place along both sides of the roadway. Additional project elements include proposed right and left turn lanes at intersections throughout the project.

Description:

During the widening of Resaca Calmada Bridge, part of Paseo de la Resaca trail that runs underneath the bridge will be temporarily closed for approximately 3-6 months. The trail is considered a Section 4(f) property protected by law codified in the United States Code (USC) in 23 USC 138 and 49 USC 303. TxDOT’s action to mitigate an adverse effect will be to provide a detour trail for the public. The detour will be guided by signs leading to the nearest intersections at Hudson Boulevard and Seville Boulevard on highway FM 802, where the public will be able to safely cross using pedestrian signals. Near the northeast side of the bridge, TxDOT will implement a permanent sidewalk through the grass for the public to access the sidewalk along FM 802, and to the Paseo de la Resaca trail. The new sidewalk meets the requirement for the Trails, Paths, Bikeways, and Sidewalks Exception since a portion of the sidewalk will be on parkland, and the detour would maintain the continuity of the trail (23 CFR 774.13).

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
