Notice of Availability - Mile 3 North Road Finding of No Significant Impact


Pursuant to Texas Administrative Code, Title 43, §2.108, this notice advises the public that a final environmental assessment (EA) is available for public review and TxDOT has issued a finding of no significant impact (FONSI) for the proposed Mile 3 North Road project from FM 492 (Goodwin Road) to FM 2221 (Jara Chinas Road) in Hidalgo County, Texas. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.


The proposed Mile 3 North Road project would include: widening and reconstructing the existing Mile 3 North Road to a four lane roadway from FM 492 to Tom Gill Road (Section I), a distance of 3.5 miles; extending Mile 3 North Road as a two lane roadway on new location from Tom Gill Road to FM 2221 (Section II), a distance of 2.5 miles; realigning the FM 492 (Goodwin Road) intersection; and providing a new location drainage outfall. The project is located partially in Peñitas, Texas and the remainder is in Hidalgo County, Texas jurisdiction. The purpose of the project is to improve mobility and drainage, as well as enhance the local and regional transportation network.

Section I would occur within a proposed 85-foot-wide to 198-foot-wide ROW. Section II would occur within a proposed 80-foot-wide to 120-foot-wide ROW. A proposed bridge, located approximately 1.2 miles west of Tom Gill Road, would be included in Section II. The proposed project would shift FM 492 to the west to provide a direct north-south intersection alignment with Brushline Road within a proposed 80-foot-wide ROW. In an effort to improve drainage in the project area, an outfall is proposed to run south along Volcano Road for approximately 0.3 miles, then west for approximately 0.2 miles into a detention pond; a total length of 0.5 miles within a proposed 50-foot-wide to 150-foot-wide ROW. The proposed project would require approximately 56.7 acres (55 parcels) of additional ROW, and displace one residence and one commercial structure.

To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final EA, which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development.
