Purpose

The Texas Department of Transportation (TxDOT) is proposing to widen FM 3362 and FM 2061 from SH 495 to Hall Acres Rd. in Hidalgo County, Texas. This notice provides the public an opportunity to comment as part of the environmental review process for this project.

Description

TxDOT is proposing to widen 3.5 miles of FM 3362 and FM 2061 (Jackson Rd.) from SH 495 to Hall Acres Rd. This segment of the roadway is currently two lanes in each direction with a center turn lane and serves as an important route for both commercial and residential traffic for the cities of Pharr and McAllen and the broader region. TxDOT is proposing to widen the road to three lanes in each direction with a raised median, provide dedicated turn lanes, construct pedestrian and bicycle paths, and improve intersections. The purpose of the proposed project is to improve traffic flow and enhance safety to support increasing traffic volumes due to growth in the area.

In March 2024, a virtual public meeting with an in-person option was held to present the proposed project to expand FM 3362 and FM 2061 (Jackson Road) from SH 495 to Hall Acres Road to a six-lane roadway. TxDOT is now proposing to include targeted intersection improvements. At the intersection of E. Laurel Avenue and W. Warren Street, a dual left-turn lane island is proposed. At Jackson Road and Kelly Avenue, a continuous green “T” intersection is proposed. See the notice for more details.

Subject to final design considerations, the proposed widening project would require additional right-of-way and potentially displace one residence and one non-residential structure.  Relocation assistance is available for displaced persons and/or businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT Pharr District Office by contacting the Right of Way Supervisor at 956-702-6287.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Pharr District Office, 600 W. Interstate 2, Pharr, TX 78577, please call prior to scheduling an appointment.
