The virtual public meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation will be posted online by Monday, April 15, 2024, at 5 p.m. on this webpage.

Following the virtual public meeting, the presentation will remain available for viewing at the web address indicated above until at least Wednesday, May 1, 2024, at 5 p.m. If you do not have internet access, you may call the Pharr District Office between the hours of 8 a.m. - 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

TxDOT provides an in-person option for individuals who would like to participate in-person instead of online. In-person attendees will be able to view the same presentation delivered in the virtual public meeting which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave written comments.

Purpose TxDOT is proposing to redesign FM 1426 (N. Raul Longoria Rd.) from Nolana Loop to I-2 from the existing four lanes with a continuous left turn lane to six lanes with a raised median and shared use path in San Juan, Hidalgo County, Texas.
Description

The approximately 2.1-mile proposed project would redesign the existing four-lane roadway with a continuous left turn lane to a six-lane roadway with a raised median and a 10-foot-wide shared-use path in each direction. The existing FM 1426 (N. Raul Longoria Rd.) right of way (ROW) width varies from 80 feet to 120 feet wide throughout the length of the project. The proposed new ROW width would be 150 feet.

The purpose of the proposed FM 1426 (N. Raul Longoria Rd.) project is to improve safety, enhance mobility, and reduce congestion.

The proposed project would be subject to final design considerations, require additional right of way and potentially displace 27 residences and 17 non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling Ramon Jimenez at (956) 702-6287.

The proposed project is anticipated to impact the following properties: the John Doedyns Elementary and Arnoldo Cantu, Sr. Elementary School. TxDOT could potentially make a de minimis determination for this use under Section 4(f) of the Department of Transportation Act of 1966. Public comments on the effects of the proposed project to the activities, features, or attributes of the schools may be submitted as described below.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT Pharr District Office. These materials will also be available in hard copy form for review at the in-person meeting option.
