Notice and opportunity to comment

Purpose TxDOT is proposing design changes to the SH 105 widening project from 10th Street in Conroe to BU 105 near Cleveland, in Montgomery, San Jacinto, and Liberty Counties, Texas. This notice is affording an opportunity to comment as part of the environmental review process for this project.
Description

The original project was environmentally approved on February 20, 2020. The approved design includes the reconstruction and widening of SH 105, within the project limits, from a two-lane undivided roadway to a four-lane roadway with a continuous center two-way turn lane. The approved design also included sidewalks and bicycle accommodations along the project corridor as well as curb-and-gutter drainage. Since environmental approval in 2020, continued project development efforts have identified the need for several design changes.

The proposed design changes include the elimination of a section of sidewalks on the south side of SH 105 from 10th Street to FM 3083/Beach Airport Road, the addition of turn lanes on FM 1314 and FM 3083, and the addition of U-turns at the Burlington Northern Santa Fe Railway crossing located east of Walker Rd. Two additional detention ponds would also be added; one located west of Jefferson Chemical Road, and one located near Caney Creek. Additionally, minor right-of-way (ROW) clips and temporary construction easements would be needed from four parcels to maintain proper clear zone requirements, assist in constructability and to help maintain side slope stabilization. A clear zone is the unobstructed, accessible area provided beyond the edge of pavement that can be used for vehicles to stop safely and recover.

The proposed design changes would, subject to final design considerations, require approximately seven acres of additional right-of-way. No additional displacements are anticipated to result from these proposed design changes.

Environmental documentation or studies, maps, and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Houston District Office located at 7600 Washington Avenue, Houston, Texas 77007. These materials are also available for review at the TxDOT Montgomery County Area Office located at 901 North FM 3083 East, Conroe, Texas 77303.
