Purpose:

The purpose of the public hearing is to gather public input on the proposed improvements to Landing Boulevard and the NASA 1 Road Bypass (NASA 1) from FM 518 in League City, Galveston County, to I-45 in Webster, Harris County. Engineering displays and environmental documents will be available for viewing at 5:30 p.m. with the formal hearing starting at 6:30 p.m. Comments must be received on or before Jan. 4, 2019, to be a part of the official public hearing record. 

Description:

The proposed project is a 1.7 mile new location roadway that extends Landing Boulevard and NASA 1 to intersect at a roundabout as a four-lane roadway, and includes the following:

  • The roadway would be divided by a raised median varying from 4-16 feet in width
  • The roadway include two 12-foot travel lanes in each direction, a 5-foot sidewalk constructed on one side of the roadway, and a 10-foot shared-use path on the other side
  • A 2,800-foot long grade separation (overpass) over Clear Creek and Newport Ditch (a tributary of Clear Creek) would be constructed
  • A 100-foot long bridge over a narrow drainage channel are proposed

The project would require 25.1 acres of new right of way (ROW), and would potentially displace one commercial property. The project would require acquisition of public land designated as a recreational park. A total of 0.92 acre (from a utility easement) out of 50.91 acres of Myrtle Park (1.8 percent) would be acquired.

The project encroaches on a floodplain of Clear Creek. Based on preliminary assessment, approximately 4.3 acres of the project area lie within a regulated floodway and approximately 10.8 acres lie within the 100-year floodplain. The proposed project could possibly impact up to approximately 3.21 acres of wetlands and 2,710 linear feet of streams.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
