Purpose:

The purpose of the virtual public meeting is to present the proposed improvements to Garth Road from Interstate Highway 10 (I-10) to State Highway 146 (SH 146) in Harris County, Texas. The virtual public meeting will begin at 3 p.m. and will consist of a pre-recorded presentation by the project team, project exhibits and other information, and an opportunity to comment. Formal comments may be provided by mail, email, or online by Thursday, Oct. 1, 2020.

Description:

The proposed improvements from I-10 to Baker Road would include reconstructing and widening Garth Road from four to six lanes. The improvements include:

    From I-10 to Baker Road
  • Reconstructing and widening Garth Road from four to six lanes
  • Three 11-foot-wide travel lanes in each direction
  • A 16-foot-wide noncontinuous raised median
  • A 6.5-foot sidewalk on the west side
  • A 10-foot-wide shared use path on the east side
  • Right-turn lanes would also be provided at some locations

  • From Baker Road to SH 146
  • Reconstructing of the existing roadway
  • Adding noncontinuous raised medians
  • Adding a 6.5-foot-wide sidewalk or a 10-foot-wide shared use path adjacent to the roadway

Approximately 2.2 acres of additional ROW is anticipated for the proposed project. Approximately 15.0 acres of detention ponds, 1.2 acres of drainage easements and 0.21 acre of utility easements are anticipated. No residential or commercial displacements are anticipated.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by the FHWA and TxDOT.
