Purpose:

The purpose of the meeting is to gather public input and receive comments on the proposed Lyons Avenue Underpass.  The project is located in Houston, Harris County, Texas. 

Description:

The proposed project would construct a new underpass at Lyons Avenue below three sets of railroad tracks. The proposed project would also include construction of new bicycle lanes and sidewalks on both sides of Lyons Avenue. As part of the project, the railroad crossing at West Street between Lyons Avenue and Brooks Street would be permanently closed. West Street to the north of Lyons Avenue would also be permanently closed to accommodate a detention pond. Construction of a new West Street access road is proposed south of Lyons Avenue. The project would require approximately 1 acre of additional right-of-way (ROW) and 0.5 acres of easement. There would be no residential displacements associated with the proposed project; however, the project would result in one industrial property and one commercial property displacement. Additionally, another commercial property would lose a portion of its parking lot. The purpose of the project is to enhance mobility, safety, air quality, and emergency response time.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
