Purpose:

TxDOT is proposing improvements to Red Bluff Road from Kirby Boulevard to SH 146 in Harris County, Texas. Engineering displays and environmental documents will be available for viewing at 5:30 p.m. with the formal hearing starting at 6:30 p.m. 

Description:

The project proposes to:

  • Construct two new eastbound lanes
  • Convert existing roadway to westbound lanes, separated by a raised median
  • Add a two-lane eastbound bridge, with a 10-foot shared-use trail parallel to the existing Taylor Lake bridge
  • Improve the existing undivided two-lane Taylor Lake bridge (one lane in each direction) to accommodate two lanes of westbound traffic and a wide shoulder lane

The total distance of the proposed project is 1.5 miles and an additional 0.3 acres of right of way (ROW) would be required for the additional pavement width of the project. No displacements are required.

The project would impact approximately 0.24 acre of non-forested wetlands and approximately 0.26 acre of tidally-influenced wetlands, totaling 0.50 acre of wetland resources. All unavoidable impacts to jurisdictional waters of the U.S., including wetlands, would require a Section 404 Permit with the U.S. Army Corps of Engineers, Galveston District. The project would impact 0.01 acre of a navigable waterway. All unavoidable impacts to navigable waters of the U.S. would require a U.S. Coast Guard Section 9 Permit.

Requests should be made at least five working days prior to the public hearing. Every reasonable effort will be made to accommodate these needs.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.

Comments must be received on or before Friday, July 6, 2018, to be a part of the official public hearing record.
