Purpose:

The purpose of the hearings is to disclose financial information for a design-build agreement for the SH 99 Grand Parkway Segments H, I-1, and I-2 Project in Chambers, Harris, Liberty, and Montgomery Counties. The first part of the meeting will be an open house format so citizens may come and go at their convenience, followed by a formal presentation and comment period.

Description:

The Texas Transportation Commission has determined a proposal submitted by the Grand Parkway Infrastructure (GPI) provides the apparent best value for the SH 99 Grand Parkway Segments H, I-1, and I-2 Project. The public hearing for disclosure of financial information is a step in the negotiations necessary to finalize the design-build agreement.The project is part of the Grand Parkway (SH 99), a proposed 184-mile highway around the greater Houston area, which is divided into multiple segments. The design-build agreement (DBA) and the associated capital maintenance agreement (CMA) provide for design, construction and maintenance for portions of approximately 52 miles of new and existing toll lanes, within Segments H, I-1, and I-2. Segments H and I-1 is approximately 37.5-miles of two-lane toll facility (one lane in each direction) with intermittent four-lane sections for passing and extends from Interstate Highway (IH) 69 to IH 10. Segment I-2 is made up of Segments I-2A and I-2B. Segment I-2B is approximately 6.1 miles of new four-lane toll facility from SH 146 in Baytown, Texas to FM 1405; and Segment I-2A consists of tolling equipment upgrades and other improvements for approximately 8.7 miles of existing four-lane facility from FM 1405 to IH 10.

The public is encouraged to attend any of these meetings and provide comments. Written comments will be received until 5 p.m. on Monday, June 5, 2017.
