Notice of draft environmental assessment available for review and opportunity for public hearing

Purpose Dallas/Fort Worth International Airport (DFW Airport) and TxDOT are proposing to construct a new roadway, East-West Connector (Rental Car Drive), from SH 360 to International Parkway in Tarrant County, Texas. The proposed roadway would extend for approximately 1.65 miles from East Harwood Road at SH 360 to Rental Car Drive at International Parkway. The project would be constructed in existing right of way (ROW) and DFW Airport property. No new ROW would be acquired for the project. This notice advises the public that a draft Environmental Assessment (EA) is available for public review and that TxDOT is affording an opportunity for a public hearing on the proposed project.
Description The proposed construction of East-West Connector includes a new four-lane, divided urban arterial roadway in eastern Tarrant County, Texas. This facility would generally consist of two 12-foot lanes in each direction separated by a 6 to 18-foot-wide raised, grassy center median. The westbound direction would include: a shared use path (to accommodate both pedestrians and cyclists), and two 12-foot wide vehicle travel lanes. Similarly, the eastbound direction would include all elements of the westbound direction apart from a 5 to 6-foot pedestrian sidewalk in lieu of the shared-use path. The proposed roadway would include a bridge structure spanning the 100-year floodplain surrounding Bear Creek. A second proposed bridge structure would be constructed south of the dam/outfall of the Trigg Lake emergency spillway to allow the passage of anticipated flows. The project is proposed to be constructed in two project phases. The initial phase is anticipated to start in 2023 and would include 2-lanes, with one lane in each direction. The ultimate phase is anticipated to be complete in 2028, and includes 4-lanes, with two lanes in each direction when funding becomes available. The purpose of the project is to reduce travel times and improve mobility to and from the DFW Airport by increasing connectivity between the intersection of SH 360 and East Harwood Road and the intersection of International Parkway and Rental Car Drive.

Interested citizens or public officials may submit comments or request a public hearing covering the social, economic, and environmental effects of the proposed location and design for this project. All hearing requests and comments must be received on or before February 8, 2022 in writing or by email to:

A hearing will be held if ten or more individuals submit timely written requests for a hearing, or if an agency with jurisdiction over the project submits a timely written request for a hearing that is supported by reasons why a hearing will be helpful.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by the Federal Highway Administration and TxDOT.
