Purpose:

The purpose of the public hearing is to present planned improvements and gather public input on frontage roads reconfiguration to Loop 375, from FM 76 (North Loop Drive) to the Zaragoza Port of Entry. The first part of the meeting will be an open house format so citizens may come and go at their convenience, followed by a formal presentation and comment period.

Description:

The project is intended to improve mobility and reduce congestion by extending frontage roads across the Union Pacific Railroad (UPRR) and reconfiguring ramps. The existing Loop 375 frontage roads generally consist of three lanes in each direction, with two 14-foot-wide lanes and one 12-foot-wide lane. The proposed improvements would extend the frontage roads over the UPRR just north of the Alameda Avenue and Loop 375 intersection, and reconfigure ramps in both the north and southbound directions between FM 76 and the Zaragoza POE.

The proposed project would be approximately 2.4 miles in length. The project would not require additional right-of-way, but would require approximately 6.03 acres of permanent drainage easements and approximately 2.51 acres of temporary construction easements. A portion of the drainage easements is located within the boundaries of the El Paso County Water Improvement District #1, which is listed in the National Register of Historic Places. Therefore, the project is subject to Section 4(f) of the Department of Transportation Act and Chapter 26 of the Parks and Wildlife Code. The project is not expected to result in an adverse impact to historic resources.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
