Public Hearing - FM 76 Road Bridge Replacement

Purpose: TxDOT invites the public to participate in a public hearing regarding the FM 76 Road Bridge Replacement Project. The purpose of the hearing is to present the planned improvements for FM 76, from SH 20 (Alameda Avenue) to 0.45 mile south of SH 20 (Alameda Avenue) in Fabens.
   
Description: The existing bridge is a two-lane roadway (one lane in each direction) within a 60- to 82-foot right of way (ROW) consisting of 11-foot-wide travel lanes and a 4-foot sidewalk.

The proposed project will consist of two 12-foot-wide travel lanes (one lane in each direction), 4-foot-wide shoulder and continuous 5-foot-wide sidewalks in each direction along FM 76 (Island Rd./ Fabens St.) within the project limits. The majority proposed transportation improvements would be constructed within existing ROW; however, approximately 0.02 acre of additional ROW would be required for proposed culvert improvements. Approximately 2.9 acres of temporary construction easements and 0.02 acre of permanent construction easement will be required. Information concerning services and benefits available to affected property owners and the tentative schedules for ROW acquisition and construction will be available at the public hearing and can also be obtained from the TxDOT El Paso District Office.

An approximate 0.02 acres of land located on the I-243 Lateral Canal would be required for permanent incorporation into the proposed transportation facility. The lateral is part of the El Paso County Water Irrigation District (EPCWID) No. 1 system and is listed on the National Register of Historic Places.

Maps showing the project’s location and geometric design will be available for viewing at the hearing. This information will also be available for public inspection at the TxDOT El Paso District Office located at 13301 Gateway Blvd. West, El Paso, Texas 79928-5410.

All interested people are invited to attend this public hearing. Verbal and written comments from the public regarding this project are requested and may be presented for a period of 14 calendar days following the hearing. Written comments may be submitted either in person or by mail to Guillermo Garcia, P.E., at the TxDOT El Paso District Office located at 13301 Gateway Blvd. West, El Paso, Texas 79928-5410. Written comments must be postmarked by Tuesday, May 24, 2016.

Spanish-speaking team members will be available at the hearing to assist with translation needs. The public hearing presentation will be conducted in English and Spanish interpretation will be provided. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014 and executed by FHWA and TxDOT.
