Purpose

The TxDOT El Paso District will host a series of in‑person public meetings with an online virtual option for the 2027–2030 Rural Transportation Improvement Program (Rural TIP). The purpose of this meeting is to share project information and invite public feedback on transportation improvements planned for rural communities across the district and your area.

Description

The TxDOT El Paso District is planning transportation improvements for rural communities across Hudspeth, Culberson, Jeff Davis, Presidio, and Brewster counties.

Every two years, TxDOT updates its Rural Transportation Improvement Program (Rural TIP). This program lists all major transportation projects planned in rural areas over the next four years, including projects that qualify for federal funding.  Federal rules and requirements require a project to be included in the Rural TIP before it can receive federal funding, making public input an important part of this process.

TxDOT will host a series of in-person public meetings as well as provide a virtual option to give community members a chance to learn about proposed projects, ask questions, and share feedback that helps shape future transportation priorities.

The Rural TIP is the first step in creating the Statewide Transportation Improvement Program (STIP), which brings together transportation plans from across Texas into one statewide document. This ensures that local priorities from rural communities are included in the state’s larger transportation strategy. By participating in the Rural TIP process, community members help guide which projects move forward into this statewide plan, shaping how transportation funding is used in the years ahead.

Accessibility

The in‑person public meeting option will be conducted in English. The virtual public meeting will be available in both English and Spanish. If you need an interpreter or document translation because English is not your primary language, or if you have difficulty communicating effectively in English, these services can be provided to you.

All comments submitted by mail or email must be postmarked or received by March 27, 2026. All comments received during the comment period will be included in the official public meeting record and considered as the Rural TIP is finalized.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
