The virtual hearing will consist of a pre-recorded video presentation and will include both audio and visual components in both English and Spanish. The presentation will be posted online by Tuesday, Sept. 16, 2025, at 4 p.m., until Tuesday, Oct. 14, 2025, at 11:59 p.m.

If you do not have internet access, you may call 915-790-4341 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

The in-person option will be held in an open house format. In-person attendees will be able to view the same presentation delivered in the online virtual public hearing, which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave written comments.

Purpose

The purpose of this Draft Environmental Impact Statement (DEIS) is to evaluate the potential impacts of five project alternatives and to identify a Preferred Alternative (Revised Alternative I) for the Downtown 10 project. The DEIS provides information on anticipated right-of-way needs, potential property displacements, impacts to historic properties protected under Section 4(f), floodplain involvement, and air quality conformity findings

Description

TxDOT prepared a DEIS which evaluated potential impacts associated with five alternatives, and identified a Preferred Alternative. The Preferred Alternative (Revised Alternative I) would, subject to final design considerations, require additional ROW, and potentially displace four multi-family residential structures and 11 non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained from the TxDOT El Paso district office by calling 915-790-4481.

The proposed project is anticipated to impact the following properties protected under Section 4(f) of the Department of Transportation Act of 1966: two buildings that are contributing to the National Register of Historic Places (NRHP)-listed Sunset Heights Historic District (Pearl and Jessica Apartment buildings), the NRHP-eligible Holocaust Museum, and a portion of the parcel where the NRHP-eligible El Paso and Southwestern Railroad Depot is located (no building impacts anticipated.)

The proposed project would involve an action in a floodplain.

The proposed project is located within a PM10 Moderate Nonattainment area and partially within a CO Attainment Maintenance area; therefore, the conformity consultation process was conducted. On August 13, 2025, the conformity Consultation Partners made the determination that the proposed project is not a PM10 or CO project of air quality concern and that PM10 and CO hot-spot analysis are not required.

The DEIS, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT El Paso District, located at 13301 Gateway West, El Paso, TX 79928. Please ask for the Project Manager. 

Accessibility The virtual public hearing and in-person option will be conducted in both English and Spanish. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
