Purpose:

The purpose of the hearing is to present the planned improvements to SH 205 from US 80 in Terrell to the junction of SH 205/John King Boulevard (South Goliad Street) within the cities of Rockwall, Mclendon-Chisholm and Terrell, Texas, and to receive public comment on the proposed project.

Description:

The proposed project would widen SH 205 from US 80 in Terrell to the junction of SH 205/John King Boulevard (South Goliad Street), a distance of approximately 13.07 miles, within the cities of Rockwall, McLendon-Chisholm, and Terrell, Texas. Phased construction of SH 205 includes interim and ultimate improvements. Interim improvements would include constructing a four-lane urban roadway with an inside 12-foot wide travel lane (one in each direction) and an outside 14-foot wide travel lane (one in each direction) for shared use by bicycles and vehicles. Five-foot wide sidewalks would be constructed on each side of SH 205 throughout the proposed project limits. A 42-foot wide median would divide the northbound and southbound lanes. In the ultimate phase of construction, inside widening would occur within the 42-foot median and an additional 12-foot wide lane would be constructed in each direction with an 18-foot median remaining.

The existing facility is an undivided two-lane roadway (one lane in each direction) consisting of 12-foot wide travel lanes and 10-foot wide shoulders within a typical 100 to 120-foot wide right of way (ROW). Proposed ROW width would vary from 120 to 700 feet wide throughout the project limits. The proposed project would potentially displace four commercial structures, a utility structure, the McLendon-Chisholm Fire Department office, one memorial structure, one barn structure and an abandoned gas station for a total of nine structures. Relocation assistance is available for displaced persons and businesses.

Portions of the proposed project area and construction work would occur in the Federal Emergency Management Agency designated 100-year floodplains of Bachelor Creek, Terry Creek, Little High Point Creek, High Point Creek, Berry Creek, Hackberry Creek, Bushy Creek and Long Branch. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. Approximately 1.58 acres of wetlands associated with Waters of the United States would be permanently filled and authorized under a United States Army Corps of Engineers (USACE) Section 404 Nationwide Permit 14 with pre-construction notification to the USACE.

The draft EA, maps showing the project location and design, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150 and are available online at www.keepitmovingdallas.com under Upcoming Public Hearing/Meeting.  This information will also be available for inspection at the hearing. Verbal and written comments from the public regarding the project are requested and may be presented at the hearing, or submitted in person or by mail to the TxDOT Dallas District Office, Attention Mr. Stephen Endres, P.E., 4777 East Highway 80, Mesquite, Texas 75150. Comments must be received on or before Friday, Nov. 2, 2018, to be part of the official hearing record.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
