Notice of Availability - Final Environmental Assessment - Loop 9
Purpose:
This notice advises the public that a final environmental assessment (Final EA) is available for public review for the proposed construction of the Loop 9 project between Interstate 35 East (I-35E) and Interstate 45 (I-45) through Dallas and Ellis counties, Texas. TxDOT intends to issue a Finding of No Significant Impact (FONSI) no sooner than 30 days from the date of this publishing.
Description:
The proposed Loop 9 is a six-lane new location frontage road system which consists of three 12-foot lanes in each direction with a wide median (200 to 364 feet wide), an 8-foot inside shoulder, an 8-foot outside shoulder for bicycle accommodations within the rural section of the proposed roadway, and one 14-foot-wide outside shared-use lane and a 6-foot sidewalk within the urbanized section of the roadway at I-35E. The proposed project would also construct intersections at major cross roads and grade separations at I-35E and the BNSF Railroad. The proposed project would typically require a width of 240 feet of new right of way (ROW) and is approximately 10 miles in length. The proposed project would be phased.
Approximately 541.23 acres of new ROW, to include permanent drainage easements, totaling 3.35 acres, would be necessary for the proposed project construction. The proposed project would potentially displace 25 residences, 7 commercial structures, and 68 other structures.
The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been carried-out by TxDOT pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated December 16, 2014, and executed by the Federal Highway Administration and TxDOT.
