Notice of Availability of Final Environmental Assessment - FM 148
Purpose:
This notice advises the public that a final environmental assessment (EA) is available for public review for the proposed FM 148 project from south of FM 3039 to US 175 in Kaufman County, Texas.
Description:
The proposed FM 148 project would construct a new location rural roadway connecting FM 148 with US 175, a distance of approximately 1.6 miles. The proposed roadway would consist of two 12-foot wide travel lanes (one in each direction) with 8-foot outside shoulders and turn lanes. At its southern terminus, the proposed FM 148 bypass would require changes to approximately 1,927 linear feet of the existing FM 148 just east of the City of Crandall. At its northern terminus, the proposed project would have at-grade connections with US 175 frontage roads, improvements to which have been proposed by others. Approximately 3,850 feet of US 175 would be reconstructed to create an overpass crossing of the FM 148 bypass. The FM 148 roadway would have a right of way of 164-230 feet in width to incorporate a left-turn lane. Other construction activities would include drainage improvements. The proposed project would require approximately 33.0 acres of proposed right of way and 2.2 acres of proposed permanent drainage easements.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
