Notice Affording Opportunity for a Public Hearing US 181 From FM 3239 (Buddy Ganem Drive) to FM 2986 (Wildcat Drive)

Purpose:

TxDOT is the lead agency proposing to upgrade US 181 from FM 3239 (Buddy Ganem Drive) to FM 2986 (Wildcat Drive) in San Patricio County. The proposed project is approximately 1.5 miles long and is located within the City of Portland. Pursuant to Texas Administrative Code, Title 43, §2.106 and §2.108, this notice advises the public that draft environmental documents are available for public review and that TxDOT is affording an opportunity for a public hearing on the proposed project. Requests for a public hearing must be submitted in writing on or before Monday, Feb. 10, 2020.

Description:

The proposed improvements include:

  • Upgrading the existing US 181 roadway by constructing an additional travel lane in each direction
  • Rebuilding exit and entrance ramps
  • Constructing six-ft wide sidewalks and ADA ramps along the frontage roads

The freeway consists of sections with two to three 12 ft. main lanes in each direction with inside and outside shoulders. There is one entrance ramp and one exit ramp on the northbound side of the roadway and one entrance ramp and two exit ramps on the southbound side. The associated frontage roads consist of two to three 12-ft lanes with inside and outside shoulders.

The proposed project would widen the roadway to allow for three continuous 12-ft travel lanes in each direction. Ramps on the northbound side of the roadway would be reversed. A braided ramp would be constructed on the southbound side of the roadway.

No additional right of way (ROW) would be required for the proposed project. Within the project limits, the existing ROW varies approximately 290 ft. and 570 ft. in width. No residential or non-residential structures would be displaced.

Any interested individual may request a public hearing covering the social, economic, and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing to:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23. U.S.C. 327 and a Memorandum of Understanding dated December 09, 2019 and executed by FHWA and TxDOT.
