The TxDOT San Antonio District is holding an online virtual noise workshop regarding the proposed noise barriers along Farm-to-Market Road (FM) 1103 from I-35 to Rodeo Way, in Comal and Guadalupe Counties, Texas.
In February 2017, the Texas Department of Transportation (TxDOT) conducted a traffic noise analysis as part of the overall environmental study for the proposed roadway improvements to Farm-to-Market (FM) 1103 from Interstate Highway (IH) 35 to Rodeo Way in Western Guadalupe and southern Comal Counties. As a result of this analysis, TxDOT is proposing to construct eight noise barriers within TxDOT right of way along FM 1103 between I-35 and just south of Rodeo Way.
In accordance with TxDOT’s Guidelines for Analysis and Abatement of Highway Traffic Noise, proposed noise barriers cannot be constructed without the approval, by simple majority vote, of the owners of properties adjacent to proposed barriers. The opportunity to vote, for or against the proposed noise barriers, is limited to owners of property adjacent to the proposed noise barriers because they would be most affected by the noise associated with highway traffic as well as the presence and appearance of the noise barriers. Notices were sent to adjacent landowners inviting them to an in-person noise workshop that was held on December 3, 2019 at the Noble Group Event Center at 203 S Main St, Cibolo, TX 78108.
For those who could not attend the in-person workshop, the presentation and boards below provide a virtual workshop in order to provide the owners of property adjacent to the proposed noise barrier with sufficient information to make an informed decision for or against the proposed noise barrier. A brochure entitled “Building Barriers To Traffic Noise” has been included below to provide additional information to assist in the decision making process. All owners of property adjacent to the proposed noise barrier will be asked to vote for or against the proposed noise barrier. Any owners of property adjacent to the proposed noise barrier that were unable to attend the workshop may vote by completing a ballot sent to the owners address or filling out the ballot provided below. Your completed and signed ballot must be postmarked no later than January 13, 2020. The final decision regarding the construction and design of the proposed noise barrier will be based on the outcome of the vote.
