FM 1103 from I-35 to Rodeo Way

TxDOT is moving forward with improvements to FM 1103 from I-35 to Rodeo Way in Comal and Guadalupe counties. The FM 1103 project is designed to increase mobility, enhance safety, and reduce congestion along the corridor.

The project improvements include:

  • Expanding FM 1103 from a two-lane roadway to a four-lane roadway with center turn lane.
  • Pedestrian accommodations with six-foot-wide sidewalks in each direction.
  • Bicyclist accommodations with five-foot-wide bike lanes in each direction.

Project phases 

The project will be constructed in 5 main phases as described below. They will include roadway widening, structure work, and traffic signal adjustments.

  • Phase 1 – This segment will be from Chelsea to I-35. In the first stage, traffic will be shifted to the southbound half of FM 1103 while the northbound side is constructed.  For the second stage, traffic will be split as the center of the roadway is widened. The third stage will have traffic on the northbound half as the rest is completed
  • Phase 2 – This segment will be from Chelsea to Orth. In the first phase, traffic will be shifted to the northbound half of FM 1103 will the southbound half is constructed. Traffic will be moved to the new pavement in the second phase while the northbound half is built. 
  • Phase 3 – This segment will be from Orth to Wagon Wheel.  In the first stage, traffic will be shifted to the northbound half of FM 1103 while the south bound third is constructed. The second stage will split the northbound and southbound lanes while the center is reconstructed. The third stage places traffic on the south bound side while the northbound is completed. 
  • Phase 4 – This segment will be from Wagon Wheel to Rodeo Way and is constructed in the same stage method as Phase 3. 
  • Phase 5 – This will consist of installation of the remaining center medians, final paving, pavement markings, and project clean-up.

Construction impacts to traffic

During construction, drivers on FM 1103 may experience some delay due to the reduction of through lanes and dedicated turn lanes.

Road widening will be performed while traffic is in one lane each direction with barrier protecting the work zone or within daily closures. Daytime lane closures are permitted from 9AM-3PM on Monday through Friday.

Small structures crossing FM 1103 will be performed overnight under one-way traffic control. This will minimize the impact to traffic. Lanes closures will be from 9pm-5am on Sun-Thurs. night. The larger structures south of Gatewood and Green Valley will be constructed in three stages during daytime operations.

Work will not take place during major holidays and are not permitted during Steele High School football games.
