Notice Affording Opportunity for a Public Hearing - I-35E Widening

Purpose:

TxDOT is the lead agency proposing to widen I-35 E from I-35 W to the Ellis County Line in Hill County, Texas. The total distance of the project is 7.9 miles. Pursuant to Texas Administrative Code, Title 43, §2.106, this notice is affording an opportunity for a public hearing on the proposed project.

Description:

The proposed 7.9-mile project will reconstruct and widen I-35 E from four lanes to six lanes within the existing right of way of I-35 E from I-35 W to the Ellis County Line.  Additional work will include reconstruction and realignment of ramps and replacement of the existing cable barrier with a concrete traffic barrier. The bridges over White Rock Creek will be replaced and widened to accommodate the additional travel lanes.      

The existing right of way varies from 350 feet to 560 feet.  The project will not require additional right of way or easements and no residential or commercial displacements are proposed.  The project would encroach upon the floodplain associated with White Rock Creek.  The City of Carl’s Corner in Hill County is within the limits of the proposed project.  No Section 4(f) properties are to be impacted.  Any environmental documentation or studies, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Waco District Office, 100 South Loop Drive, Waco, TX 76704  Ph: (254) 867-2700.   This information also will be available for inspection at the TxDOT Hillsboro Area Office, 1400 South Abbott St, Hillsboro, TX.   For questions concerning the proposed project, please call  (254) 867-2719.

Any interested citizen may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Friday, August 10, 2018, to the TxDOT Waco District Office, C/O David Jayroe, Environmental Specialist,  100 South Loop Drive, Waco, TX 76704.  However, If you have general questions or concerns regarding the proposed project or the opportunity for a public hearing, contact (254) 867-2719.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
