Purpose:

The purpose of the virtual public hearing is to present the proposed Loop 88 project for Segments 1, 2, and 4 and solicit public comments. The virtual public hearing materials will consist of a video presentation explaining the proposed projects, which includes both audio and video components, along with other exhibits and materials for review. Formal comments may be provided by mail, email, or voicemail as described below and must be postmarked or otherwise received by Wednesday, June 24, 2020.

Description:

TxDOT plans to construct Loop 88 by converting the existing rural roadways to an access-controlled six-lane divided freeway with frontage roads and ramps. Interchanges will be developed at designated cross streets. Loop 88 Segments 1 and 2 project limits are from US 84 to US 62/82, a length of approximately 16.05 miles in Lubbock and Lubbock County. Loop 88 Segment 4 project limits are from US 87 to US 84, a length of approximately 8.8 miles in Lubbock County. The existing farm-to-market roadways are two-lane rural roadways approximately 80- to 120-feet wide and the county roadways are unimproved dirt roads approximately 20- to 24-feet wide. The proposed project is an added capacity roadway project with a proposed right-of-way (ROW) width of 400-feet.

Formal comments must be received by Wednesday, June 24, 2020 to be included in the public hearing minutes. Comments may be submitted for the virtual public hearing through voicemail, email, and mail. The comment period is from June 9, 2020 to June 24, 2020.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by the Federal Highway Administration and TxDOT.
