Purpose:

The TxDOT Houston District is proposing to add bike lanes on the outside  north bound and south bound shoulders of SH 3 between Richey Street to FM 518, a length of 14.25 miles in Harris County, Texas. The meeting will be an open house format so the public may come and go at their convenience from 5:30 p.m. to 6:30 p.m., and staff will be available to answer questions. The public hearing portion will begin at 6:30 p.m. Comments must be received on or before Friday, Dec. 21, 2018, to be a part of the official hearing record.

Description:

The purpose of the proposed project is to provide a safe bicycling roadway for the public. The proposed SH 3 improvements include:

  • Utilize the existing shoulders and widen approximately two to five feet of pavement in some areas
  • Create a 5-foot bike lane on the outside north and south bound shoulders (with a one- to three-foot buffer in most areas)
  • Construct north bound right-turn lanes at Pineloch Drive and El Dorado Boulevard

This project requires no additional right of way.

The public meeting will be conducted in English. Persons who have special communication or accommodation needs are encouraged to contact TxDOT’s Public Information Offices at (713) 802-5076. Requests should be made at least five working days prior to the public meeting. Every reasonable effort will be made to accommodate these needs.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
