Purpose:

The purpose of the public hearing is to gather public input on the proposed improvements to SH 105 from 10th Street to Business 105 in Montgomery, San Jacinto, and Liberty Counties, Texas.  Engineering displays and environmental documents will be available for viewing at 5:30 p.m. with the formal hearing starting at 6:30 p.m. Comments must be received on or before Friday, March 8, 2019, to be a part of the official public hearing record. 

Description:

The proposed project would reconstruct and widen SH 105, within the project limits, from an existing two-lane undivided roadway to a four-lane roadway with a continuous center two-way turn lane. The proposed project would provide sidewalks and bicycle accommodations along the project corridor. Approximately 75 percent of the length of the proposed project would consist of curb-and-gutter.  

Approximately 45 acres of additional right of way would be needed for implementation of the proposed project. Residential and commercial displacements are anticipated to occur as a result of the proposed project.  Relocation assistance is available for displaced persons and businesses.

A U.S. Army Corps of Engineers (USACE) Individual Permit application is being prepared for the proposed project.  Portions of the proposed project are located within the 100-year floodplain; therefore, the hydraulic design would be in accordance with current TxDOT and Federal Highway Administration policies and standards.

The public meeting will be conducted in English. Persons who have special communication or accommodation needs are encouraged to contact TxDOT’s Public Information Offices at (713) 802-5076. Requests should be made at least five working days prior to the public meeting. Every reasonable effort will be made to accommodate these needs.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
