US 59 Upgrade Shepherd to Cleveland (Future I-69)

Purpose:

TxDOT is hosting a public hearing regarding the upgrade of US 59 (future I-69) to meet interstate standards from FM 2914 south of Shepherd in San Jacinto County to the north end of the Cleveland Relief Route in Liberty County. An open house will be held from 4 – 5:45 p.m. in a come and go format.  During the open house, the public is invited to view displays, maps, environmental documentation and discuss the proposed project with staff. The Public Hearing will begin at 6 p.m., which includes a presentation on the proposed project, environmental studies and right of way process. Comments must be received on or before Wednesday, May 29, 2019, to be a part of the official meeting record.   

Description:

TxDOT held an open house meeting on September 27, 2016 to seek public input on a conceptual layout. The Lufkin District then used public feedback to develop the schematic and conduct environmental studies.

The proposed project would include the construction of frontage roads and reconstruction of the US 59 main lanes to meet interstate standards for potential future designation as I-69. The project would also:

  • Improve safety
  • Enhance mobility along the US 59 corridor
  • Provide a more efficient hurricane evacuation route

The construction funding was allocated in the December revision of the 2017 Unified Transportation Program (UTP) with proposed construction to start in Spring 2023.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
