AASHTOWare Project Construction & Materials

For more than 20 years, TxDOT has been using SiteManager and LIMS for construction and materials information management. Although SiteManager is a powerful tool, AASHTOWare, the same organization that created SiteManager, has developed a more extensive and robust system.

The Construction Division is excited to implement a new construction and materials information management system called AASHTOWare Project Construction and Materials™ or APCM.

Phased rollout

APCM will be rolled out beginning in January 2026.

The project team has grouped the districts into five groups to roll out in five phases. APCM will be used for all new projects, including both construction and maintenance.

APCM district rollout is for new projects

  • APCM will replace SiteManager, however SiteManager will continue to be used for current projects.
  • APCM will be used for all new projects once APCM has been rolled out to a district.

APCM access

Access will be provided prior to each district's scheduled rollout.

Where can I get training?

Training is offered through virtual meetings, training materials and demonstration videos that will be posted on the tables below. Training staff is actively working to ensure that videos are close captioned and document resources are accessible in accordance with Section 508 of the Rehabilitation Act. Virtual training

The APCM training schedule includes Lunch and Learn sessions hosted by the Construction Division. Participate in the live demonstration sessions at 12:00pm CST on the date scheduled by using the provided event links, or watch the recording at your convenience:

What is APCM?

The AASHTOWare Project Construction & Materials™ is a web-based construction and materials management application and is one module of AASHTOWare Project.

It covers:

  • The complete construction and materials management process,
  • Laboratory information management.
  • All levels of construction and materials management to progress a contract and its supporting documentation from award through finalization.

Why are we changing tools to APCM?

  • This change is necessary because the current SiteManager system will not be supported in the future. The transition from SiteManager to APCM ensures TxDOT is up to date with the latest software.
  • APCM is web-based, so you can enter information and read reports anywhere you have Internet access.
  • APCM will provide valuable insights and a deeper, more integrated collaboration between TxDOT’s districts and divisions. Multiple systems can be accessed in the same environment to minimize transferring information between different AASHTOWare modules (such as Civil Rights and Labor, Project Preconstruction and Vendor Management).
  • With APCM, TxDOT can continue to collaborate with other organizations and Departments of Transportation.
  • LIMS will be replaced with APCM so information will be stored in one easy to find location.

SiteManager migration into APCM

After the phased rollout of APCM is completed for new projects, we will proceed to migrating active projects from SiteManager. Construction Division will coordinate with the Districts on which projects will be migrated. Consideration will be given to projects that are near their Final Estimate.

Project level testing

  • All project level testing information for existing projects will be entered into SiteManager, and use of LIMS will be discontinued. Project level testing for new projects will be entered into APCM.
  • There should not be a visible change in the information you see in SiteManager or how you work with SiteManager.

Materials Division testing

  • All multi-project information will be available in both SiteManager and APCM.
  • After rollout, information for all new projects will be entered into APCM.
