DBE & HUB Contract Compliance

Projects with DBE Opportunities

Federal regulation requires that construction projects using federal funds be evaluated for a DBE subcontracting goal. Once a DBE goal is set, prime contractors must either commit to using specific DBEs on the project or demonstrate to TxDOT that they have made a good faith effort to do so but are unable to make commitments sufficient to meet the goal. A contract's DBE goal may be found in the Project Special Provision DBE Worksheet in the contract documents.

Projects with HUB Opportunities

Subcontracting is another excellent opportunity for HUB businesses to participate in state contracts with an expected value is $100,000 or more. TxDOT carefully examines subcontracting opportunities and requires a HUB subcontracting plan (HSP) showing the potential use of certified HUBs.
