Project overview

The Texas Department of Transportation (TxDOT) Tyler District is developing preliminary plans to widen and reconstruct SH 31 (Spur 63) in Longview, from South Street to US 80. The proposed project would include adding travel lanes, turn-lanes, raised medians, and increasing storage capacities at intersections along the corridor. Proposed improvements also include upgraded pedestrian and bicycle accommodations.

Project need

Current Average Daily Traffic (ADT) in the proposed project area is approximately 25,800 vehicles per day (vpd). Future ADT is projected to increase nearly 25% by 2034 to 32,000 vpd; and more than 60% by 2054 to 42,000 vpd. The capacity of SH 31 (Spur 63) between the intersections of South Street and US 80 does not accomodate current and future traffic volumes, resulting in congestion and reduced mobility in the area. The purpose of the project is to reduce congestion and improve mobility along SH 31 (Spur 63) in Longview.

Proposed improvements

  • Widen from a four-lane roadway to six-lanes to increase roadway capacity and improve traffic operations
  • Construct raised medians to reduce vehicle conflict points and improve traffic flow
  • Add turn-lanes and increase storage capacities to reduce signal-wait times
  • Introduce roundabout at SH 31/South Street/Spur 63 intersection to improve mobility
  • Increase vertical clearance at Union Pacific Railroad underpass for safety
  • Add new bicycle and pedestrian facilities for alternative access

The project will require the acquisition of new right of way from adjacent property owners.

Anticipated project schedule

  • Environmental Clearance – expected summer 2025*
  • ROW Acquisitions – beginning as early as fall 2025*
  • Utility relocations – beginning as early as summer 2026*
  • Construction – expected fall 2031*
