Notice Affording Opportunity for a Public Hearing and Draft Environmental Assessment - SH 42 Gregg County from US 80 to I-20

Purpose:

The Texas Department of Transportation (TxDOT) is the Lead Agency proposing to widen SH 42 from US 80 to IH 20 in Gregg County, Texas. The total distance of the project is approximately 5.99 miles. Pursuant to Texas Administrative Code, Title 43, §2.106 this notice is affording an opportunity for a public hearing on the proposed project.

Description:

The proposed 5.99-mile project would reconstruct and widen SH 42 from two to four lanes, with a continuous left turn lane, from US 80 to IH 20 in Gregg County. The bridges over the Sabine River, as well two Sabine River Relief Bridges and a Union Pacific Railroad Bridge will be replaced and widened to accommodate the additional travel lanes.

The existing right-of-way (ROW) varies from 132 to 370 feet. The project will require approximately 90.7 acres of new ROW and 0.8 acres of temporary construction easement. The proposed project would displace 6 residences and 5 commercial structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, as well as information about the tentative schedules for ROW acquisition and construction can be obtained from the TxDOT district office at the address listed below.

The proposed project would encroach upon the floodplain associated with the Sabine River. The City of White Oak is within the limits of the proposed project. No Section 4(f) properties would be impacted. Any environmental documentation or studies, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Longview Area Office located at 4549A W. Loop 281, Longview, TX 75604 or at the TxDOT Tyler District Office, which is located at 2709 W. Front Street, Tyler, TX, 75702.

Any interested person may submit comments or request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Comments and requests for a public hearing must be submitted in writing and postmarked on or before February 4, 2020, to the TxDOT Tyler District Office – Advanced Project Development, 2709 W. Front Street, Tyler, Texas, 75702.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
