| Purpose | To receive public comments on the proposed February 2026 Revision to the Statewide Transportation Improvement Program (STIP) for FY 2025 - 2028. |
| Description | The STIP identifies federally funded transportation projects included in the FY 2025–2028 Transportation Improvement Programs (TIPs) for each Metropolitan Planning Organization (MPO) in Texas. It also includes state and federally funded projects in nonattainment areas—Dallas-Fort Worth, El Paso, Houston, and San Antonio—as well as federally funded projects in rural areas outside MPO boundaries and other statewide programs. Federal law (Title 23 USC §§134 and 135) requires MPOs and states to develop TIPs and STIPs to secure federal transportation funding. These plans must be developed in cooperation with MPOs, transit operators, and local officials, and must include opportunities for public participation and approval by the Governor or designee. A copy of the proposed February 2026 Revision to the FY 2025–2028 STIP will be available for review when this notice is published on TxDOT's website. |
| Accessibility | Individuals wishing to speak must register in advance by contacting the Transportation Planning and Programming Division at 512-416-2298 no later than noon Monday, March 9, 2026. Registered speakers will be called in order and limited to three minutes. Those who do not register will be invited to speak after all registered participants. Comments and testimony are welcome; however, questioning of witnesses will be limited to the presiding authority to ensure a complete record. The presiding authority may limit testimony because of time constraints or repetitive content. Groups or organizations should designate one representative, and speakers are encouraged to avoid repeating previously presented testimony. |
