Purpose:

Hidalgo County and the City of Edinburg, in cooperation with the Texas Department of Transportation (TxDOT), are proposing improvements to SH 107 from BUS 281-W to Interstate 69C (I-69C) (US 281) in Hidalgo County, Texas.

This notice advises the public that TxDOT will be conducting a virtual public meeting on the proposed project. The pre-recorded presentation will also be available on the Rio Grande Valley Metropolitan Planning Organization’s (RGVMPO) website, www.rgvmpo.org. A pre-recorded presentation, including both audio and visual components, will be provided. If you do not have internet access, you may call TxDOT Project Manager at (956) 702-6249 to ask questions about the project and access project materials at any time during the project development process. Formal comments may be provided by mail or email as explained below.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Pharr District Office, 600 W. Interstate 2, Pharr, Texas 78577. Written comments may also be submitted by email. Verbal comments may be submitted by phone by leaving a voice message at (956) 565-6458. All comments must be received on or before June 17, 2020. Responses to comments received will be available here once they have been prepared.

Description:

The scope of the proposed project would include: reconstructing SH 107, widening an existing ditch, and reconstructing and converting BUS 281-W to one-way traffic operation. SH 107 would be reconstructed to provide a 69-foot-wide curb and gutter roadway within an existing 100-117-foot-wide ROW. SH 107, from BUS 281-W to 18th Avenue, would consist of four 12-foot-wide travel lanes (two lanes in each direction), two 10.5-foot-wide shoulders, and 6-foot-wide sidewalks on both sides of the roadway. The section from 18th Avenue to I-69C (US 281), would consist of two 12-foot-wide travel lanes (one in each direction), two 14-foot-wide shared-use lanes (one in each direction), a 14-foot wide continuous left turn lane and 6-footwide sidewalks on both sides of the roadway. The existing storm drain system would be removed and replaced with a new storm drain system. Approximately 782-feet of incidental construction would occur from I-69C West Frontage Road to 26th Avenue to include a storm drain connection.

An existing open channel ditch located 350-feet south of the intersection of SH 107 and Rebecca Drive would be widened and deepened from an existing 125-150-foot-wide ROW to a proposed 125-175-footwide ROW to accommodate stormwater run-off from the roadway.

BUS 281-W would be reconstructed and converted to one-way traffic operations. The proposed roadway would be 57-feet-wide consisting of three 12-foot-wide travel lanes, a continuous 12-foot-wide right turn lane, and 6-foot-wide sidewalks on both sides of the roadway within an existing 95-foot-wide Right-of-Way (ROW). Drainage would be provided by an underground storm drain system.

Although additional right-of-way would be required, no residential or non-residential structures are anticipated to be displaced. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT district office by calling (956) 702-6249.

Portions of the proposed project are located within a floodplain. Design of this project would be conducted in accordance with TxDOT’s Hydraulic Design Manual. Adherence to the manual ensures that this project would not result in a “significant encroachment.”

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
