Purpose TxDOT is proposing to widen FM 1423 from SH 107 to BU 83 in Hidalgo County, Texas. This notice provides the public an opportunity to comment as part of the environmental review process for this project. 
Description

TxDOT is proposing to widen FM 1423 from SH 107 to BU 83 in Hidalgo County, a length of approximately 8.4 miles. FM 1423 between SH 107 and BU 83 is experiencing reduced safety and operational efficiencies. The proposed widening project would expand the existing two-lane roadway to a six-lane roadway with a raised median and left-turn lanes, sidewalks, shared-use paths, and installation of concrete curbs and gutters for stormwater drainage. 

In February 2023, a virtual public meeting with an in-person option was held to convert FM 1423 from SH 107 to Minnesota Road to a four-lane roadway with a continuous center turning lane. Following this meeting, TxDOT’s review of future needs resulted in moving forward with a wider design. TxDOT is now proposing to convert this section to a six-lane roadway with a raised median and left-turn lanes, which would be consistent throughout the entire project length, from SH 107 to BU 83. Additional changes made since the public meeting include small areas of additional right-of-way acquisition at Anderson Road and Maryland Drive.

Subject to final design considerations, the proposed widening project would require additional right of way and potentially displace 15 residences and 24 non-residential structures.  Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT Pharr District Office by the Right of Way Supervisor at 956-702-6287.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Pharr District Office, 600 W. Interstate 2, Pharr, TX 78577.
