The in-person public meetings will begin at 5:30 p.m. and will be open house format where the public may come and go at their convenience. Staff will be available to answer questions and receive written comments.

The virtual public meeting will consist of a pre-recorded video presentation that includes both audio and video components, along with other exhibits. The virtual public meeting is not a live event and the materials can be viewed at your convenience. If you do not have internet access, you may call the TxDOT Project Manager, at 903-784-1357 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.  
Description

The proposed improvements consist of widening US 82 to a four-lane divided highway in rural areas and a five-lane arterial with a continuous left-turn lane in suburban areas in Lamar and Red River counties, Texas. The US 82 (West of Clarksville) Project extends from West Division Street in Blossom to the BU 82/SH 37 Junction in Clarksville, a total project length of approximately 20.2 miles. The US 82 (East of Clarksville) Project extends from FM 114 east of Clarksville to the Red River/Bowie County Line, a total project length of approximately 16.8 miles. The existing typical right of way (ROW) width ranges from 80 to 120 feet and from 80 to 225 feet for the US 82 (West of Clarksville) Project and US 82 (East of Clarksville) Project, respectively. The proposed typical ROW width ranges from 108 to 280 feet and from 108 to 264 feet for the US 82 (West of Clarksville) Project and US 82 (East of Clarksville) Project, respectively.

The proposed US 82 (West of Clarksville) Project would, subject to final design considerations, require additional ROW and potentially displace one non-residential structure. The proposed US 82 (East of Clarksville) Project would, subject to final design considerations, require additional ROW and potentially displace seven residences and four non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 903-737-9300.

The proposed projects would involve construction in wetlands and actions in floodplains.

Any environmental documentation or studies, maps and drawings showing the project locations and designs, tentative construction schedules, and other information regarding the proposed projects are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Paris District Office, 1365 N. Main Street, Paris, Texas 75460. Project materials are also available online at the project webpage. These materials will also be available in hard copy form for review at the in-person meetings.

If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
