Public Meeting - SH 191

Presentation: 6 p.m.
Purpose: The third SH 191 public meeting is designed to provide information and gather input about proposed improvements to five segments in Ector and Midland counties. Proposed improvements are on SH 191 from west of Loop 338 in Odessa to east of FM 1788 in Midland County.
Description: Proposed improvements include:
  • Modify existing access ramps between Loop 338 and Faudree Road and between New Road 4 and FM 1788
  • New grade-separated interchanges at Yukon Road and New Road 4
The proposed improvements are needed because the existing corridor is not compatible with existing land use, planned land use and the emerging local road network.

The cities of Midland and Odessa are experiencing rapid growth along this 5.7-mile section of SH 191. SH 191 is a vital link between Midland and Odessa and provides centralized access to each city center, connections to Loop 338, Loop 250, SH 349/FM 1788 and SH 158. SH 191 also provides extended connectivity to US 385 and Business SH 349-C.

Verbal and written comments from the public regarding these improvements are encouraged. Comments may be submitted at the public meeting or in writing within 10 days after the public meeting. Mailed comments must be postmarked by Sept. 25, 2015 for inclusion in the public record.

Persons interested in attending the meeting who have special communication or accommodation needs are encouraged to contact the TxDOT Odessa District Public Information Office at (432) 498-4746 at least two working days prior to the meeting. TxDOT will make every reasonable effort to accommodate special needs.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
