TxDOT is offering a virtual public hearing option for individuals who would like to participate online instead of in person. The virtual public hearing option will be available on this page by 5 p.m. on Thursday, July 29, 2026. It will consist of a pre-recorded video presentation and will include both audio and visual components. 

The presentation, materials and exhibits presented online will be the same as those presented at the in-person option. If you do not have internet access, you may call 432-498-4645 between 8 a.m. and 5 p.m., Monday through Friday, to ask questions or access public hearing materials.

In-person details

TxDOT is also providing an in-person option for individuals who would like to participate in person instead of online.

The in-person option will be held in an open house format and will include the same pre-recorded video presentation available in the virtual public hearing. The video presentation will play on loop for attendees to view at their convenience. Attendees may also review hard copies of public hearing materials, ask questions and leave written comments.  

Purpose TxDOT will conduct a public hearing to receive comments on the proposed formation of the Reeves County Regional Mobility Authority (RMA). 
Description

Reeves County filed a petition requesting authorization from the Texas Transportation Commission to form the Reeves County RMA. 

As proposed, the Reeves County RMA would support TxDOT projects designed to improve safety and mobility along US 285 from just north of Pecos, Texas to just south of the New Mexico state line. The projects would include widening US 285 from a two-lane highway to four-lane divided highway. The projects also include reconstructing the existing at-grade intersections at RM 652 and at SH 302 to grade-separated interchanges.

The Reeves County RMA would also support the proposed TxDOT project to construct a relief route around the east side of Pecos from US 285 north of Pecos to US 285 south of Pecos. The relief route would improve long-term mobility and connectivity as well as safety on US 285 for local and through traffic. The proposed relief route would generally consist of a new four-lane divided highway, including two main lanes and a one-way frontage road in each direction, separated by a grassy median, for a length of approximately 10 miles. The project would also include shared-use paths and new interchanges at major intersections.

The Reeves County RMA would also consider truck parking as a fundamental need for freight and logistics operations and, therefore, support development of Pecos Freight Village. Pecos Freight Village has been designed to enhance road safety, bolster economic competitiveness, and improve supply chain efficiency in the west Texas region. Providing a range of parking options and amenities tailored to the specific needs of truck drivers would address these concerns. Positioned strategically within a major transportation corridor at the intersection of US 285 and I-20, Pecos Freight Village would facilitate the efficient movement of goods. It would also play a pivotal role in increasing safety for the dense vehicle traffic associated with the nearby oil and gas industry.

Public comments regarding the proposed formation of the Reeves County RMA are encouraged and must be submitted by Thursday, Aug. 13, 2026, in one of the following ways:

  • Verbal Comments: Leave verbal testimony (up to 3 minutes) by voicemail at 432-251-0066 starting at 5 p.m. on Wednesday, July 29, 2026. Access to the voicemail is available 24 hours a day during the comment period, which ends at 11:59 p.m. on Thursday, Aug. 13, 2026.
