Public comment deadline All comments must be received on or before Monday, Aug. 25, 2025. 
Purpose TxDOT is proposing to reconstruct and widen I- 20 from east of FM 1208 to east of SH 349 in Midland County, Texas. 
Description

Improvements would include adding main lanes, constructing new interchanges, reconfiguring existing interchanges and ramps, intersection improvements, and converting frontage roads from two-way operation to one-way operation west of Business I-20. The proposed project would require approximately 26.3 acres of additional right-of-way. The total length of proposed project is approximately 12.8 miles.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT Odessa District office by calling 432-498-4645.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Odessa District office, 3901 East Highway 80, Odessa, TX 79761, and 432-498-4697.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
