Purpose:

The purpose of the virtual public meeting is to present the proposed project to the public and receive comments. The project proposes to raise FM 723 above the 100-year floodplain from north of the Brazos River to south of Beadle Lane in Fort Bend County, Texas. The virtual meeting will consist of a narrated presentation by the project team, project exhibits and other information, and an opportunity to comment. Comments must be received on or before Wednesday, April 28, 2021, to be a part of the official meeting record.

Description:

The proposed project is reevaluating a previously environmentally approved project along FM 723 from Avenue D to FM 1093. The original project generally consisted of widening FM 723 within the project limits from a two-lane (one lane each direction) undivided roadway to a four-lane divided roadway (two lanes each direction). The typical right-of-way (ROW) width in the approved project is 180-feet. This project received a Finding of No Significant Impact on April 24, 2019.

The original FM 723 project is being reevaluated to address proposed design changes to the approved project. The proposed changes consist of raising a section of the FM 723 profile above the 100-year floodplain elevation from north of the Brazos River to south of Beadle Lane. The roadway would be constructed on embankments and bridges. The project would include constructing seven bridges to allow for normal floodplain function during flood events. The roadway elevation would vary and would be raised up to ten feet from the elevation of the existing roadway. The design change would require approximately 31 acres of additional ROW and the new proposed ROW width would vary from 270 feet to 310 feet.

The proposed project would, subject to final design considerations, require additional ROW and potentially displace one non-residential structure. The proposed project would not displace any residential or commercial structures.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
