Purpose TxDOT is proposing improvements along I-10 from Voss Road to I-45 (Downtown), referred to as the Inner Katy Corridor, in Harris County, Texas.
Description

I-10 between the project limits currently consists of five 12-foot-wide general-purpose lanes in each direction, 8- to 10-foot-wide shoulders, a discontinuous frontage road system varying between two to three 12-foot-wide lanes, and 6-foot-wide sidewalks. The existing right-of-way (ROW) is approximately 415 feet wide.

The proposed project would include approximately 6.3 miles of new high-occupancy vehicle/tolled managed lanes, including reconstruction of the existing general-purpose lanes, and expansion of the current drainage system.

TxDOT is currently considering three build alternatives to add four managed lanes, two in each direction, which will be presented at this public meeting to compare to the no-build scenario. This public meeting will also present and compare results of a preliminary traffic noise analysis for the three proposed build alternatives. The three alternatives are as follows:

  1. Elevated option - the proposed managed lanes would be constructed on an elevated structure with minimal ROW needed (approximately 0.43 acre) and no residential or business displacements. The existing I-10 general-purpose lanes would be reconstructed but remain at the current elevation.
  2. Non-Elevated option - the proposed managed lanes would be constructed at the same elevation as the existing general-purpose lanes, requiring the acquisition of approximately 16.38 acres. This option would potentially displace approximately 69 residential and 36 businesses/commercial structures.
  3. This Public Meeting formally introduces a third alternative, the Variable Height option, which was developed at the request of local agency partners to provide enhanced community connectivity in the vicinity of Memorial Park. The proposed managed lanes would be constructed at the same elevation as the existing general-purpose lanes from Voss Road to west of T.C. Jester Boulevard. The managed lanes transition to an elevated structure east of T.C. Jester Boulevard and remain elevated to I-45. This alternative would require the acquisition of approximately 5.37 acres and potentially displace five residential and three commercial/business structures.

The proposed project may impact properties protected under Chapter 26 of the Texas Park Wildlife Code and Section 4(f) of the Department of Transportation Act of 1966.

The proposed project would involve an action in a floodplain.

The proposed project would, subject to final design considerations, require additional ROW and potentially displace both residential and business/commercial structures. Relocation assistance is available for displaced persons and businesses. Information about the Uniform Relocation Assistance and Real Property Acquisition Act and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition, may be obtained from the Right-of-Way Project Delivery Manager, by calling 713-802-5704.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for review Monday through Friday between the hours of 7 a.m. to 4 p.m. at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007.
